How Bear Consulting Services runs a Unit4 Business World engagement: one consultant carries the advisory, the configuration and the AI tooling from scoping to delivery.
What it is
Bear Consulting sets the strategy, writes the test scripts and the SQL and builds the AI tooling, on one or two engagements at a time.
It is a sole practice by design. The work runs from scoping to delivery with no handover, inside your team.

The method has three parts.
Pillar 01

Pillar 01: strategic ERP advisory
Bear Consulting writes the plans for multi-stream, multi-year programmes at the level a leadership team commits budget against.
The deliverables under this pillar are independent system reviews of HR and payroll installations for an executive audience, with findings, remediation options and consultancy estimates; transformation plans that sit above the system; and data migration strategies.
Worked example, local government
A payroll review forecast to save 9,000 administrative hours a year
A council payroll with multiple pay entities, including a schools payroll, carried manual effort nobody had mapped. The review mapped the workflows from user interviews, specified the system fixes and automation opportunities and sequenced them into a phased roadmap. The roadmap enabled the move to self-service time, attendance and travel claim entry.
Worked example, policing
A policing data migration validated across more than 50 data categories
An operational database had to move to a new system without loss of integrity, on a fixed timetable. The migration test strategy set validation rules, source-to-target field mapping and reconciliation for each data category. Validated category by category, the migration met the client's requirements and timescales.
Pillar 02: AI engineered into the method
The Unit4 X-Ray is the instrument. Its queries, the SQL evidence pack and the illustrated procedure manuals are produced through AI tooling Bear Consulting has built and operates. Every finding is validated against the live system before it enters the report. The result is a structured report after one week of work, with the evidence behind each recommendation.
PolicyAI, a prototype documented in a March 2026 briefing, is a separate product: a standalone HR policy assistant, independently hosted, with no integration to Unit4 and no personal data processed. See PolicyAI.
Pillar 03: embedded delivery
The consultant takes direct responsibility for the agreed advisory and implementation work: at the change board, the systems stand-up, the audit meeting and the executive briefing.
Bear Consulting has run service management to the ITIL pattern: service desk and service levels, incident, event, problem, release and change management, request-for-change documentation and helpdesk key performance reporting.
Worked example, higher education
A support backlog cut by 50 per cent in a higher-education Unit4 team
A central Unit4 support team in higher education had a ticket backlog it could not clear or prevent. Within the engagement the team's tickets reached full compliance with the agreed service levels. The triage and resolution routine, and the training to run it, stayed with the team.
Worked example, local government
An upgrade acceptance programme across 16 HR and payroll process areas
A council HR and payroll system faced a major-version upgrade that had to be accepted across the whole process set. As test manager, Bear Consulting wrote the acceptance strategy, built a reusable master script library, ran phased testing across all 16 process areas and gave the project board dated defect status reports and a recommendation.
The operating rules
Five rules run through every engagement. Hold Bear Consulting to them.
- Diagnose before deciding. No strategic decision is taken about a Unit4 system your organisation does not yet understand.
- Findings first, evidence below. Reports lead with the answer and the priorities. The evidence sits underneath.
- Every configuration change leaves a trail. A written baseline, a test execution record and a post-change validation, so the change has an audit trail after the engagement ends.
- The go-live decision rests on quantified residual risk. You see a figure for what remains and decide on that.
- Validation before the first record moves. Test strategies set validation rules, reconciliation checkpoints and rollback criteria before any load runs.
